Patrice Navarro is a Partner in Clifford Chance's Tech//Digital practice in Paris. He advises multinational organisations on artificial intelligence, cybersecurity and data regulation, and on the technology and infrastructure transactions that underpin them.

His regulatory practice covers AI, cybersecurity, operational resilience, data governance and digital health, under the EU AI Act, the Cyber Resilience Act, NIS2, DORA, the GDPR and the Data Act, and extends to regulatory strategy and contentious proceedings before the CNIL. He advises boards and general counsel on how responsibility and liability are allocated across digital supply chains, and on what implementing these frameworks costs in practice at scale.

On the transactional side, he acts on AI and cloud infrastructure projects, including GPU-as-a-service, data centre and compute financing deals, and on outsourcing and technology contracting in regulated environments. He works with organisations across the technology, healthcare and life sciences, financial services, energy, aerospace and pharmaceutical sectors, and leads cross-border teams across the firm’s European and US offices.
